South Central Requiem Regional Status v0.2

The following is a test system for determining In Character the status of the political climate in Requiem across the region using the Political Skill. It's sanctioned currently in the US SC region under the auspice of a set of mechanics to support plot kits being used in the Requiem venue that tie into the struggle for control of the many domains in the region. It's a test system so feedback is welcome and desired. Please send feedback to the SC RST.

Characters with at least one dot of City status in the a domain in the region may attempt to determine the status of the political situation in a Requiem domain in the region or the state of affairs in the region in general. A character receives a number of free questions(reflexive) about this equal to their Politics Skill +1 per month. Character may expend downtime actions to ask more questions at one to one conversion.

Action: Reflexive or Downtime.

Test Pool: Intelligence + Politics (reflexive), (Manipulation or Intelligence) + Politics (downtime).

Success(reflexive): The character recalls the relevant information.
Success(Downtime): The character is able to get reliable information from informants on the situation.
Failure: The character is unable to recall or acquire the relevant information.

Modifiers: Modifiers are cumulative.

Determining the Regional Ascendant/Eminent Clan/Covenant: +3
Determining the Regional Contender Clan/Covenant: +1
Determining the Ascendant Clan/Covenant of Domain in a different State: -2
Determining the Contender Clan/Covenant of Domain in a different State: -3
Determining the Ascendant Clan/Covenant of Domain in the same State: -1
Determining the Contender Clan/Covenant of Domain in the same State: -2

Determining status in a location where a character has City Status solely at the discretion of the VST and does not use the mechanics of this plot.

The Cacophony Listener Merit may be used with the downtime version of this action to reduce a number of points of penalties from distance/scope up to the rating in the merit.

Shared Affiliation: This requires OOC knowledge of the answer ahead of time to be benefited from.

If asking about ascendancy/eminence/contender group that you have status in: +2
If asking about ascendancy/eminence/contender group that is your rival: +1

Rivals are:
The Lancea Sanctum and Circle of the Crone are rivals.
Invictus and Carthians are rivals.
Ordo Dracual and regional covenant have no rivals currently.

Design Notes

The following are just notes on this test system and not actual mechanics.

This system is designed to provide at least some useful information to the average player, but also to reward characters that appropriately high levels of the Politics skill that many Kindred should develop. The modifier chart reinforces this by rewarding characters that have both high attributes and Politics skill.

The system is also designed to reward player groups making organized plans about the region by limiting the availability of information through sheer dice draws.

The reflexive number of questions may troublesome to recall on a monthly base and may need to be switch to per game, but it's designed to balance out people that make one or two games a month versus 4+ games a month.

A request has been made for determining City Status of individual in other domains. This is under review, but not currently implement.
